What is the highest possible concentration of ore?

I had thought the maximum concentration of ore for a planet was 12% (80% of 15), but today I landed a tanker on Minmus and found 14.61%.  Just wondering how high of a percentage is possible for a specific location.

It depends on your difficulty settings when you begin each new game. I believe 12% is the max for a 100% resource concentration game?

The global default in the resource definition file is between one and fifteen percent.  However, there is a variance field in the definition, so I do not know whether those values represent the bounds (meaning that the biome value can vary between one and fifteen percent) or whether they represent the possible averages (meaning that the biome average can be between one and fifteen, but the encountered values can vary beyond that within the limit of the variance).  I also do not know how the game difficulty settings factor into the calculation.

Therefore, the only answer I am really confident in is the cheeky one:  the maximum ore concentration on a planet is one hundred percent ... for the ore in ore tanks on that planet.
