Gather surface deployed Mystery Goo Observations science from the Surface of the Mun

I accepted the contract with the title shown, and expected to just be able to observe the Mystery Goo from the surface of the Mun and return the data. Unfortunately, this didn't work. Does anyone have a clearer explanation of what this contract needs me to do?

You must deploy the static goo stuff and  place It there, then wait for it to gather enough science. With Just One static goo It Will take ages, more or less.

Also need to deploy control unit, power source, antenna.
