Is there a mod that add parts to hover?

Not like a VTOL, but its like a levitation mod

Does that exist?

Kerbal Foundries has at least one ant-gravity/levitation "thingy", in it
 

Theres also hovercraft parts in Fengist's Maritime Pack ...vOv

Just make sure to install Kerbal Foundries *first*, then I would manually delete the /GameData/KSPWheel folder it installs, and then install the latest copy of KSP Wheel from here ... or wait a bit till that latest update of KSP Wheel further tested ... vOv
