SRB's are throttlable now.

Essentially, nothing in the game really locks the thrust limiter of SRBs: you can't change it because it's not visible in flight, that's all. I could change it by kOS some years ago, IIRC the kOS devs have removed the ability since. I still can do it using kRPC.

Of course, having the workaround built into the stock game is something different.

There's a similar glitch with all engines where you can go above or below normal throttle limits with the KAL controller. You can make the curve go above or below the edges of the controller box by using the curve handles next to each point, resulting in extremely high or negative thrust.

You can however change it in the VAB, I found it useful on many launches to say have two SRB with 100% trust and two with 60% trust. the 100% one burn out first but the 60% ones still have 40% of their fuel left and core is now lighter. 

Note that real world large SRB like the ones used on the shuttle or Ariane 5 is designed so trust is reduced over time keeping the acceleration more constant, this has to be done the making the SRB
Finally you have the blow out panels, you simply use explosives to blow two holes in the SRB to kill trust. This has two uses, one is flight termination as in blowing up the rocket of out of control and ICBM uses it to kill trust early if its an close target, this is very relevant for submarine lanced missiles who might be target much closer than maximum range and might want to cut trust short. for an SRB this is useless outside an abort as the SRB will burn out far earlier than the core.
