Can I start a topic for an unreleased mod im working on?

I have a planet pack that i am working on, it is still not complete, but is it still a good idea to create a thread for it before its release?

I started a thread in Add-on Development when I started work on my mod. I added [WIP] in front of the thread title and used that topic to discus the development of the mod and take suggestions from other players. When I got to where I considered it released I asked to mods to move the topic to  Add-on Releases

ok i think ill made a thread for the mod to get some suggestions, even though im on the kopernicus discord  lol
