SPH and VAB are not fully upgraded according to the game even though I am on a science mode playthrough.

Seen this issue twice recently, though with consoles:

My best assumption is that this came with a recent update, for us non-console players that would be KSP 1.11.x

I can't reproduce it, plus I'm still using KSP 1.10.1

But there seems to be a pattern, several people with the same issue since the last update(s).

Hmmm, curious.

I suppose I should have mentioned I've had this issue before the only way I could solve it was deleting my file. This issue has killed 4 of my saves.

Edit: I'd also like to note that it seems to trigger when I use the "Switch Editor" button.

Ouch! And with what KSP version(s) did that error occur?

I played almost every version from 1.3.1 to 1.10.1, never such an issue occurred here.

All 4 incidents occurred in 1.10

I'm also using a couple 117 mods.

In your save game, there should be a section similar to this

        MissionParamsFacilities
        {
            facilityLevelAdmin = 3
            facilityLevelAC = 3
            facilityLevelLaunchpad = 3
            facilityLevelMC = 3
            facilityLevelRD = 3
            facilityLevelRunway = 3
            facilityLevelSPH = 3
            facilityLevelTS = 3
            facilityLevelVAB = 3
        }

I'd think setting all values to 3 should give you a fully upgraded KSC (don't forget to make a backup prior editing your save game file).

The destroying facilities thing seems to work temporarily, but it stops working after switching editors a few times.

My save file has all those numbers correct.

And while I can't find that post now, I actually do remember having seen a post recently about an annoying bug that happened after repeatedly switching the editor between SPH and VAB.

It's likely. I may have to start a new save but for now I'm just gonna avoid using the switch editor button.
