No exp needed for Kerbals in 1.12.0?

So I started a new career game together with this new update. On my second flight I suddenly see  that Jeb can do everything from holding prograde, retrograde, to normal, antinormal... - although at that time he should be only able to do stability assist.

Is there a chance this is some kind of new bug? I started new career game many times before and nothing like that has ever happened.

Or is Jeb so awesome now that he broke the game merely by existing?

I don't think it's the settings, I run the game on normal difficulty and Kerbal experience is automatically enabled.

I also opened a new career game and it has the same problem. I guess the next thing to try is to download KSP again...

A quick "fix" is to buy the Making history expansion.  I expound on the issue in the linked issue report, but I'll copy it here for the record:

This problem appears to only affect users who have "Making History" not enabled.

The reason I am aware of this is that I am the lead of the "Kopernicus" mod team, and I became aware of this in unrelated fashion when we discovered that disabling Making History (with the mod MakingLessHistory, which simply renames the kspexpansion) fixes our other reported bug https://bugs.kerbalspaceprogram.com/issues/26035

Unfortunately disabling Making History as we now advise is causing a large number of users to now notice this behavior.

A look in a decompiler on Assembly-CSharp reveals the issue. In APISKillExtensions, the entire class evaluation for skills is shortcircuited to true if this returns false:

if (ExpansionsLoader.IsExpansionInstalled("MakingHistory"))

I would suggest a more sensible branching evaluation structure.
