Will KSP 2 feature mod support for consoles?

As I know, KSP 1 for Playstation and XBox can't be modified (and is unlikely to be in the future). So, is it possible that there will be some sort of mod support in KSP 2 for consoles (at least approved ones)?

I wouldn't count on it.  In the past, mod support has always been the Achilles heel of console gaming. This goes especially for games with multiplayer to prevent cheating and connection problems when lots of players run different mods.

So even IF there are some approved mods, chances are, the number will be harshly limited.

Bethesda did it with skyrim on console

Not to mention Fallout 4 on console as well, but it was through Bethesda's own service, so it's likely to be subject to regulation. If there are mods for KSP on console, the mods available may be limited.

It's hard to get a moddable game past console reviews. Sony in particular tends to be very restrictive about content they will allow on their platforms. This means you couldn't get new models for components or any plugins into a console version without rooting the console.

What could happen, if there is in-game scripting, is something similar to how Workshop works in Steam, letting you download craft, game mode scripts, and possibly game saves. That would still be very limited compared to PC modding, but it could help fill in the gap a little bit.
