Hello. How to fold and unfold the wings together using a group of actions to increase / decrease air resistance?

If your question is: "How do I fold the wings to the body so that they don't affect the aerodynamics during launch?", then the answer is: you don't. In the KSP physics model there is no such thing as "wind shadow".

If your question is: "How do I move the wings on my starship recreation?", then my answer would be: with a hinge from the BG DLC. (E.g. the G-32W Hinge.)
