could one in theory make an inertial guidance device in ksp 1.12 ?

For those of us that don't know what an inertial guidance device is:

That's the technical definition from Wikipedia (the link to the article is below).  I guess my first, and probably only, question on this is:  What is MechJeb missing that doesn't cover this?
