Issue with orientating in space EVA with the camera

I swear I used to be able to just move my camera and have my kerbal point in that direction, that still works but only horizontally. The kerbal won't rotate vertically when I rotate my camera upwards or downwards which makes it very difficult to move around. Did I accidentally disable some setting or was this never a feature in the first place?

That also happens to me but I eventually get out of it with 'V' and also spacebar. Although I never quite grasped which camera mode gets me out of trouble, I just try them until it gets solved :|
