RCS Thruster Block not firing

Hello, I am pretty new to KSP and I want to dock another module with my current space station. However, my RCS blocks are not firing! I have no idea why or how, even though my electric charge is full and I have 4213m/s of fuel left. I am 80m away from my space station, hence I am unable to fire my engine or else my speed will be too high.  I cannot even turn now, well at least very slowly (takes 10 mins to point towards the target)  
I did some researching, do I need Monopropellant fuel tanks? 

Module:
Controlled by a RC-L01 Remote Guidance Unit

4 Z-400 Rechargeable Batteries 

2 Gigantor XL Solar Arrays

8 RV-105 RCS Thruster Blocks (4 on top, 4 below)

Yes, you need monopropellant. RCS thruster blocks require it, and will not fire without it.

If you want a reaction control system that runs on LF/Ox bipropellant, you can use the Vernor thruster. It requires a higher tech level, though. And since it's single-nozzle, you need to think a bit more carefully where to place them.

The easiest solution is just to slap a monopropellant tank or two to your existing design.
