The first mission in the Anomaly Survey program will actually be the second anomaly visited - the first was a Mun rock arch spied by dumb luck during descent under an earlier program and is not included in the mission reports. Though carrying five kerbals and capable of landing anywhere on the Mun from Armstrong Research Stations orbit (and returning), the ARS-AS HL immediately proved to be a remarkably heavy and  unwieldy design. In addition to the enormous fuel requirements of operating it, the poor flight characteristics make it unlikely the lander will see service outside of this specific program.
