Personal parachutes don't deploy

KSP: 1.12.2

Problem: While a kerbal is on EVA and freefalling in the air (tested on Kerbin, lack of atmosphere is not the cause), pressing P or using the right-click menu to deploy the parachute causes the kerbal to spread their arms as if the parachute is deployed, and the menu option changes to "cut parachute" however the parachute never actually deploys nor does the kerbal slow down at all.

Steps to reproduce issue:

1. Get a kerbal into the air, either by spawning a flying vehicle or by yeetenizing one into the air with VesselMover

2. Try to deploy the personal parachute of the kerbal.

3. Splat.

As an aside, it's been a couple of years since I last posted on these forums, so please let me know if I'm missing any vital information that could lead to the solving of this issue :)
