I think this might be the wrong forum for this sort of thing?  At any rate, it's only available with the Breaking Ground expansion.   Do you have that?

Yeah, you need making history DLC for it. I think restock+ works? but if it doesn't then its 15 dollars. But it's really worth it.

Depends on how you got KSP. But DLCs should be availble as separate products on the same platform, e.g. on steam they are separately purchasable. Just look for "Kerbal Space Program: making history" and "breaking ground" and  the DLCs should be there

Ok, go to steam, go to the KSP page, and scroll down and you should see it.
