Welcome to the forum.

Where are you trying to return to Kerbin from? Sounds like your final stage just needs to be a bit larger, but due to the rocket equation that means the stages under it would have to be larger, too. It is a deceptively complex question.

If you have an engine with lower mass of better efficiency then you could accomplish this with the current rocket you have.   If you people are already there, then you might need to send a rescue mission the rendezvous with them and pick them up.    

 

Or you could Alt-F12, go to cheat menu and place them on the ground if you really want to!

The community delta-v map is a great resource for planning missions. It tells you how much delta-v you need to get to each location (and return). You can see the delta-v for each of your stages in the VAB and in flight.

I suggest you use a X200-16 and a Poodle for a 2. 5m final stage. You need to use a efficiency engine like Terrier and Poodle.
