not going to stuff it with ore tho due to ore being the second densest thing in the world(the most densest may be eve sea water or explodium)

Spaceplanes have more dry mass than conventional rockets so it's always harder to build cargo capability into them. How close to orbit are you getting?

Well, you are trying to get a lot of ore into orbit! 

I'd try reducing weight by changing it to 1 rudder, maybe use the next landing gear down (although this may cause the SP to swerve around while taking off). Another option is to make it bigger and add moar engines.

um 6*300 ore=1800 ore(i only put 1/5 ore in the tanks)

By it I was referring to the spaceplane and you would also need to add more wings.

the original pegasus had half a mk3 long rocket tank

this design has 2

meaning that wings should also get 4x

and getting 108 big s wings in one space craft might averagely turn it into a wing and two rudders(and making 108 rudders for each wing would average ly turn it into a lone rudder and also blow up the sph and runway and form a blackhole)

Okay, I think the reason you can't lift off the runway is that having the rear landing gear so far back makes the spaceplane very hard to rotate off the ground. I shifted them forward a bit and managed to take off:

The only thing I changed was the landing gear configuration, the tanks still have 300 ore in each one. This is a very capable design and would be an amazing exploration spaceplane if you add an ISRU system.

One thing I've noticed that will give you some extra performance is that all your propellant tanks are full of LF + Ox. Because you are doing half the ascent in airbreathing mode you can remove some of the oxidiser from the tanks in the VAB.
