Add nuclear jet engines that enable flight in oxygen-less atmospheres

There have been deigns for nuclear jet engines in history that function without the need for oxygen -- adding this feature would enable huge craft diversity for KSP2. Practical flying on planets with thick atmospheres like Eve would be so much fun! There was a mod that did this in KSP1 also
