UI/UX Wrench Icons in the VAB are Showing in Front of the Parts Menu and Load/Save Windows When They Should be Behind. (NOT persistent bug related)

Reported Version: v0.1.2 (latest) | Mods: none | Can replicate without mods? Yes 
OS: Windows 10 | CPU: Intel i9 9900K | GPU: nvidia 3070ti | RAM: 32GB

 

Expected Behavior:
To stay behind the menus

Observed Behavior:
In front of the parts menu and the load/save windows where the wrench icon/button shouldn't be interacted with at all so shouldn't be visible.
