Construction Launch Clamps are Attempting to Orientate to a Parts Orientation Instead of Just Up and Down by Default

Things to Note:
Note how its not just when the mouse is in the potential attachment stage that is the problem.
Actual attachment also will reorientate the clamps in unexpected ways.
