Are you talking about unlocking the Maneuver Node Tool in Career mode?

You need to upgrade 2 buildings to get the Maneuver Node editor. The first is the Tracking Station to level 2, to get Patched Conics. The second is Mission Control to level 2 to get Maneuver Nodes.

To upgrade buildings, right click them and you'll see how much they cost to upgrade, and what they currently do. If you hover your mouse over the upgrade button, it will tell you what you'll get when you upgrade the building.
