Add an update button to old bug reports

As you know, at each update, bug reports are put in an archive.

This is a good way to organize them, but when a bug isn't fixed in the update, it's lost in the archive.

Apparently we can make a new bug report for this:

But I don't think it's ideal because it removes all the history of messages, it's not great to track each bug and it's probably a pain for people that manage bug reports.

So what would be a great addition is something like a button on old bug reports that, when you click on it, move the report to the active forum (with, for example, when you click on the button, you have a mandatory answer to add, to show it's still not fixed in version 0.x.x.x)

Part of the bug reporting process includes a quality check, where our Bug Hunters read over the report and make sure it meets our standard. At the same time, we look at the report and think "huh, have we seen this issue before?" and if we have, then often we merge the report into the already existing report, and if a new patch has rolled around and that original report is in the archive, we pull it back out.

I know this isn't ideal and we're figuring out a better way to process these. This is just the best way to do it right now.
