35 FPS on ground, 10 FPS flying :-(

I'm getting 10 FPS when in flight with a 124 part plane. It's about 35 FPS when landed (which isn't too bad). Taxiing with the engines on is still 35.
Getting about 11 FPS in LKO with a 152 part ship (engines off).
In high Kerbin orbit, 12 part probe is 45 FPS and 1 part debris is about 50 FPS.
31 part rover on Mun 50 FPS.
It's definitely CPU limited in every case. GPU load is under 30%. KSP is using about 5 of 32 GB RAM.

This is much worst than other installs for the part count and I don't remember getting this large 3x change between flight/ landed. Tried this:

I've got a lot of mods, especially JNSQ and Principia. It's a career save with about 20 vessels and 60+ asteroids.  I haven't tried a new savegame yet.
