Having issues with RCS

Is it a known bug where the RCS just randomly doesn’t work sometimes?    I have to keep saving and reloading the save in order for the RCS to start working again.  I’m trying to test a few things in orbit. But every time I launch the rocket, get to orbit, then try using RCS, nothing happens. When I click on them they say “disabled”.  So I click the enable button on and off. Still nothing. The only fix is if I save and reload. Then it works…  it does this every time.  I’m not sure if I’m doing anything wrong or what. There’s plenty of fuel for them. I have power on my ship. So it can’t be that.  I’ve done this over and over multiple times. Same result.

Record a video and/or give the craft.

Probably a bug but it can also be other things, can't tell without infos tho.

After doing alot of testing with different changes I narrowed it down to an issue with the fearing. For some odd reason the RCS would not work after I jettisoned my fearing (which was covering the RCS, but not touching them).  I removed the fearing in the VAB launched again and everything was fine again.  I tested this over and over with different fearings I created each slightly different than the previous. Same issue each time.
