Of course you can't unlock everything with just two moons, I bet they took care of that but.. when do I get an inflatable heat shield? Oh I need x amount of points, let's land on Ike to get that for no reason.

They could also just divided the system in categories like close planets (Eve, Duna and Dress) and far away planets (Moho, jool and eelloo). So you de not have to land on a specific planet for progress, but have to do an interplanetary mission for further progress in tech tree. We don’t know yet, but will know soon. I think it is fair that after a while it is expected you go interplanetary. The kerbals put a lot of resources into making the space program possible and probably want science in result from different planets and moons.
