Suggestion: Allow for Heat Shields to be jettisoned (including via Action Groups)

Current heatshields don't allow for jettisoning them like we could back in KSP1.

Besides the great functionality this adds, it also plays a role in decreasing part count across the board in player's crafts. I wish for this functionality to come back SoonTM :)
