Why can I not transmit from my Joolar probe?

I put a mapping probe around Jool and got a lot o' Science. But when I went to send it home, I saw there was "No Connection" next to the items in the Research Inventory. I play with "Probes Require Signal to Control" off, so I figured the restriction was still in place for sending reports, which is cool! So I built a few comsats to connect the probe back home. Using the ComNet Utils mod, I can visually see that the chain of crafts should be able to communicate with each other, so why am I not able to transmit from the craft closest to Jool? Do certain antennae need to be used for ship to operate as a relay? I was able to transmit a report from the comsat itself.

As I understand the KSP 1 restriction on relay antennas is removed in KSP 2 so all should work as relays.

I hit a bug the other day, probe had complete control, yet was unable to transmit science. Was also the Jool system. 
 

if I’m able to have vessel control, I should have transmission connection for science.
 

I then used cheat menu to teleport the probe back to Kerbin, where it still could not transmit science.
 

unsure what caused the bug, or how to fix. Quick save/load did not.
