Positioning SAS modules

The SAS modules (not ASAS) work fine if they are not in the center of gravity?

For example, I have one ASAS in the center rocket, but I have attached 4 tanks to each side of the rocket.

If I placed the SAS modules at the side tanks, the SAS modules works with the same efficiency? Or is best the 4 SAS modules in the center with the ASAS?

Not only do they not need to be on the centerline, the orientation of the part does not matter, either.

I just wondering because the description says SAS counteract the turn according to the strength of the spin, but if this is off the center, perhaps the strength of the rotation is not so strong there.
