Are the heavy lander legs, different from the medium ones?

I am building a new heavy duty lander, and i saw that the impact tolerance of both stock parts is 12. So , are they actually just the same, with the bigger one double as heavy?

I think the bigger one have a higher breaking tolerance. Not sure, you'd need to check the config files to check the parameters.

Using the medium ones is a risky idea. They have kind of buggy behavior and can randomly break off or send your ship tumbling

The bigger problem with the medium legs is the minimal clearance. Most pictures I see around here and on reddit of a lander sitting on it's engine bell with the landing legs up in the air are using the medium legs.

like firerider says, they get longer when you use them, and are more space-efficient at the cost of weight.

The big one kinda has a shock absorber effect, so if the metalic piece of it starts before the bottom of your craft, you might break the bottom of it.

The big legs are hard to break off.

The one problem with the big legs, though, is that it's made for the 2.5m radius, rather than the 1.25m radius. This can make the parts float (at least as of .20, I haven't tried in .20.1). If that makes a difference for you, you should take heed.
