Sticking mods into the game

So I am not a programmer by any means, but seriously, how hard would it be to take mods and stick them right into the base game if they are good enough. Like the Procedural Wings mod, KAS and many others. If there is a problem, can someone explain it to me please.

The problem is that ALL mods have bugs that have to be solved, there is copyright stuff included, people have different concepts of what "good enough" means.

There have been mod implementations in their own ways in the past:

-The C7 aviation pack. Yes, people flew planes before 0.15. That pack was so popular that it brought the whole spaceplane concept into the stock game.

-KSPX. The radial Ant, stack orange engine, (hopefully) future 2.5 Nerva, big RCS tank, those new adapters... They all come from the pack.

Also, some mod makers have been hired:

-C7.

-Romfarer.

-NovaSilisko.

-Claira Lyrae

I'm with astropapi1 on this.

Every player has differing criteria for what counts as a good mod, ranging from those who simply want more variety in the parts selection, to those who want added features like life support / mining / sample analysis, and still those who want to completely change the game into a Freelancer clone.
