How do you summon kerbals for test launch without pods?

I'm trying to test some moon buggies that has no pods or probes and only eas external command seats.

So if I pull out the buggy and press launch to test it out it says that there are no pods or probes thus i can't control it.

I know that the buggy can be controlled with only the EAS but without a kerbal to seat on it I can't try it out for a test run.

Is there a way I can summon kerbals to the launch pad without having to attach a pod on the buggy?

No. That's the very reason I keep the "Port-a-John 7" - a Mk-I Lander Can - in my ship inventory. "Launch" your rover, get it off the pad, then go to the space center. Call up the port-a-john, EVA the Kerbal inside, then switch over to the rover, drive up the ramp and pick him up. If you need more Kerbals, use a different command pod for your port-a-john.

You can make a rover with a pod for a Kerbal on it for transfer around KSC. You can also make it with a pod, then eject the pod with some small rockets and a decoupler (make sure it's facing the right way so that it goes off with the pod and leave the Kerbal behind. Currently, you can't make seats start with Kerbals.

Alternatively, you can launch the craft, then save and edit the persistence file.

The only option is launch a pod first and EVA the Kerbals, then go back to the SPH and launch the vehicle. I say SPH because if you launch a vehicle with a Kerbal stood on the launch area he gets recovered/removed, you need to walk them off the launch area. For the SPH walk off the runway onto the lower ground and back to your vehicle when you launch it. For the launchpad/VAB it's a long walk off the raised ground to get far enough away not to be considered "on the launchpad". Hold SHIFT to make them run :)
