Just a small parachute that has no 'full' deployment to rip things to shreds if they're going above 70m/s and can actually open at ground-level: helps to slow down things on the ground without brakes potentially tipping them over and to slow aircraft down for landing and land extremely small probes... Would be a nice improvement to the game's stock of chutes. Devs might have an annoying time working out the actual behaviour of the parachutes on the ground though, I guess they'd have to be deformable or animated somehow. You need a part with two positions, like gears, and variable drag, like parachutes, without having to worry about the thing clipping with ground.
