I'm not sure, but I put it in the first stage. I guess it activates science transmission. I really don't know.

Yeah that was the first thing I noticed when I hit the launch pad on my very first launch. No clue what it does but very curious myself.

I actually put it on top (stage 0, with the chute) and was able to do science normally, at least what I think is normally. I was able to take reports and transmit them, and got credit when I recovered the craft.

i think it does a crew report automatically if it's not done yet.

The pod being in the staging list is a bug and does absolutely nothing, just like trusses and whatnot being in the staging in previous versions.
