You win! That's been my most challenging riddle yet.

Explanation:

What goes down when the water rises?

From personal experience, my mud area traps a lot of water under the mud, so when I step in the mud, the water comes out.

What protects you when clouds decided,

Rubber boots protect you when it rains.

To rain stuff down on the lesser ones,

Continuing the previous line.

Solve this riddle now; I'm out of puns.
