A goose, or any bird really, yes.

Explanation: The short, soft "fur-like" feathers underneath the other types of feather are called down, so feathered animals (i.e. birds) grow more down as they grow up (mature). Baby birds often only have down, and develop other feathers later.

EDIT: And to the qualifying riddle, I think it's John Green. If I got it right, I hand this turn over to Starwhip. BUT if I got Starwhip's riddle right, I guess I'm going to think of something.
