Not really, IIRC it's only the previous stable release (instead of 0.22, 0.21.1, for example).

That's only the previous release so that if Squad makes the game unplayable for some people it's still possible to play the game after Steam has updated it without having to own another copy of the game somewhere else that hasn't updated.

Yeah, the only word on that is that Squad might eventually release all previous paid versions of KSP as a kind of collector's edition pack. Doesn't look like we'll see it very soon, though.

Squad has talked about making the previous paid-for versions available, but if they ever do it at all, it's WAY down the priorities list. They're a tiny company, and would have to divert scant staff time from working on the current version of the game, which tends to make players cranky. In other words, don't expect it any time soon, petition or not.

As a gentle reminder, do not share paid versions(0.14 and beyond) with others. That does fall under piracy and jeopardizes your account with Squad to acquire further updates. If you go the KSP Store route, don't hesitate to save a backup of each update. You are free to keep those and use them as you wish, on your own computer. Any of the 0.13 and earlier versions are free to be shared around, as those constitute demo versions and are free anyway.

I've kept backups of the ones I paid most attention to. .18, .20, .21, .22 are marked in my Backup KSP folder. Also still have my .13 Demo backup.

As has been mentioned before, it's not going to happen in a hurry. One of the posts on the first page has a link to all previous free versions, but sharing around versions later than 0.13.3 falls under piracy.
