A large weighted steel halfsphere, quite sturdy and prone to not falling over, may increase fuel needs by a lot.

You should have it do double duty as a heavy duty heat shield and make it compatible with Deadly Reentry.

Edit: I'm very tempted to put a bunch of lights on it and deploy several of them off in the water just off of the launch area as buoys.

instead of making it heavy, why not put a bunch of fuel in it? that way increased deltaV and same weight

Wait a sec, is the round weeblebase actually separated from the body by suspension like a landing gear, because that would be cool.

And weight adjusted by tweakables? Maybe add some ballast resource that can fill this "landing gear".
