Would it not be to difficult to automatically refuel any SSTOs that land back at the space center (or other runways)? Perhaps even a little hanger adjacent to runway that a plane can be taxied into where tanks get automatically refilled. This would encourage a sense of continuity, and I think could relatively easily be implemented into the alpha.
