Sorry, but this would be a violation of physics. Liquids already fill a volume as efficiently as they can, so applying pressure merely, well, applies pressure without reducing the volume significantly.

You can make any custom part you like, btw. Just change around some values in the .cfg file-- it's pretty easy to do.

But yes, liquids are, as a general rule, incompressible, short of freezing them solid, but even then you'll not get much extra room in the tank... and your liquid fuel engines won't work anymore.

closest thing is part clipping fuel tanks inside each other. Might get a little hairy when you try to transfer fuel into the tanks though.
