Did you transfer a career game from .23?

Check the tech tree for not yet unlocked parts in the nodes maybe.

It's in a separate node that wasn't there before. With a 0.23 save you'll probably need to fork out 170 research points to open it up. ;-)

Was using an unupdated tech tree mod.

They are in the NASA folder in gamedata.
