hello everybody I'm new to the game and i am liking it a lot, but my only problem is i have a lot of science points but i can not upgrade anything would really appreciate the help

Could you be more specific? What happens when you try to click on a new tech? Do you have any mods installed?

when i click an icon its says start, for instance i started a new game i have 30 science and when i click the rocket it says start instead of research or upgrade

I really do not understand your question much and the problems is having...

Best I can do without screenshots is try to do a complete reinstall, Delete all folders in your KSP directory or just gamedata and then reinstall, I have steam I don't know about non steam... So yeah if you have steam just do what I said or view integrity of game cache after you delete gamedata.

Also out of curiosity, Does it happen to ALL saves?

yes it does happen to all saves and what my problem is, is that i can not progress through the game because i can not upgrade science
