Because they are just bits in a machine. If there's anything the ESRB has taught me, it's that killing one "person" in a game in a realistic way is evil, but committing genocide is totally fine (E-rated, even) as long as it's just numbers. Hell, Sword of the Stars was practically a genocide simulator.
