Your tactics will depend on the large number of troops, and you will already expect huge casualties. Modern combat has turned more into squad-on-squad conflicts, with very few large-scale assaults. I think the last large-scale assault was Operation:Desert Storm. Total War would have to shrink into controlling squads and hit-and-run tactics, which is the complete opposite of Total War gameplay.
