Move ladders down to in the tech tree!

Every time I play Career, I wind up doing all of my Mun landings with no ladders!

Silly that ladders are so high in the tech tree. They are less complex than every other part.

I cannot visualize NASA telling Neil Armstrong that he has to use a jet pack to get back inside,

because they have the technology to get him to the moon... but do not know how to attach a ladder on a spaceship!

Come on, if Neil Armstrong had a jet pack 1/10th as powerful as our Kerbals do, do you REALLY think he'd have used a ladder?

a Kerbal can use the jet pack to fly in up to 3.2m/s gravity, the Moon's gravity is 1.6 m/s, so if Neil Armstrong had jetpack 1/10th as powerful, he would be wishing for a more powerful jetpack

Haha I was thinking 1/10th the propellant, but your point stands. 50m/s total propellant really isn't all that much when it comes to getting around on a planet.

To address the actual suggestion, I agree. At least the cheapo "3 rungs" ladder should be somewhere in tiers 0-2 I think. You really don't *need* them (except on Kerbin of course) for a while though.
