RCS throttles like regular engine in docking mode

Problem: RCS thrusters burning forward like regular engine when throttle is >0 and you switch to docking mode.

How to reproduce:

1. Shutdown engine (or don't have one).

2. Set throttle to max for full effect.

3. (optional) Aim at that sweet little docking port of space station you were building for a week already, behind which cold bottle of Kerbin Walker waits for you.

4. Switch to docking mode.

5. Watch RCS thrusters burning forward like crazy.

Question: is it a bug or is it working as intended (and also who will pay for those 3 smashed solar blankets?)?

If it's working as intended (I just found that throttle controls affects RCS thrusters, at least if there are no engines present O_O) - it's a problem anyway, because you can't throttle down once you switch to docking mode. At least not with CTRL key.

P.S. Possible use - for burning at maneuver nodes using RCS thrusters without have to hold any keys.
