Need help adding parts to the Tech Tree.

Is there any mods out there that allows this through a GUI? I tried ATC and Mod Manager and I can't figure out how to work them as no GUI pops up.

Not sure what you are trying to do, but you can open up the .cfg in any text editor (I use notepad) and add the lines "TechRequired=[node name]" and "startingCost=amount" replacing as apropriate.

I used to use TreeEdit to place parts that had no tech requirements, but it doesn't work anymore. I have a lot of mods and checking each of them will take a long time. That's why I'm asking for something like TreeEdit. Will have to see if the latest thing I found works. If not, I'll be spending a lot of time editing config files.
