How to complete missing Explore contracts

I am unable to get the Explore Tylo and Laythe contracts to spawn. The F12 debug function to spawn contracts does not seem to be working. Are there any other ways to force Explore contracts to spawn? My career has progressed so far and it feels so incomplete to not have these 2 contracts missing. Any options for me?

My guess is that you visitied them before getting the contracts for them?

As I understand just passing into the SOI will cause you to not get the explore contract. I assume you will get the next contract then you land on Tylo.

Last time I had Jool and Pol, then entering Jool orbit I got Bop, landing on Bop gave me Tylo, on Pol gave me Val, Val gave me Laythe.
