Cannot Confirm Options

Not so much a bug as it is a disagreement between Windows and Kerbal.

Essentially, a lot of the game's information appears at the bottom of the screen. I would like to be able to SEE that information, but it's currently hidden behind the Windows 8 Taskbar.

So I do what every rational person would think of, and attempt to resize the window, but you can't. I go into the options, and sure enough I find resolution options and Full Screen mode option.

PERFECT! If not for one tiny detail. The ability to accept them, is BEHIND the taskbar, so I cannot accept these modes. I've tried moving KSP's window around to give myself room, but it doesn't work. Windows just snaps it back in place. I checked the In-Game options, but unfortunately none of those have resolution or full screen controls.

It's not exactly gamebreaking, but it's a huge inconvenience. (oh, and I can't make the Taskbar any smaller than that to make it do what I want)

Aye, this one can be a tad annoying at times. For now, I'd recommend you manually change the resolution settings in the settings.cfg file in your KSP directory before starting the game. It'll open with any standard text editor (though I wouldn't take my chances with WordPad if I were you; it has a tendency to mess with text encoding in a very useless fashion).

Open settings.cfg, as vexx32 told you, and find

SCREEN_RESOLUTION_WIDTH = 2560
SCREEN_RESOLUTION_HEIGHT = 1440
FULLSCREEN = False

First two is self-explanatory; change third to True to enable full-screen.

As alternative, leave it in False, create a shortcut to KSP.exe and put -popupwindow in its launch parameters; this will launch KSP in borderless window, which is in some cases preferable to full-screen (notably if you use OpenGL)

Alt+Enter to go fullscreen, click Accept, ALt+Enter to go back to windowed.

There's options in Windows to allow programs to be in front of the taskbar, and even to hide it

I suggest a letter writing campaign to Microsoft to stop the taskbar from commandeering the screen real estate by default!
