Vessel gets no refund when recovered at launchpad

Career mode. I just launched a vessel, went to space center, went to vab, hit launch after loading a mk1-2 pod, clicked recover, had no funds refunded.

Windows 32 bit. Newest ksp version. No mods.

It doesn't matter that it happens because I can just hack in more funds by editing the file.

Had this problem before, it wont refund if you dont move your spaceship a few meters before recovering, wierd glitch.

There is one more mod, which saves resource amounts before VAB and restores them, but I can't remember its name at once.
