I'm not sure how easy or hard such a plugin would be to implement, but I can only quess it won't be too hard.

It's actually a simple idea, at least in concept. Instead of directly launching a fully constructed vehicle by the second it gets loaded in, one would have to wait until the vehicle gets fully fueled, and get the Kerbonauts in manually. (it would actually be very nice to have the rocket assembled stage by stage on the launchpad, but I'm not insane enough to ask for that)

Well, is this idea implementable?

Not exactly what you asked for, but have you looked at Kerbal Construction Time?

Yep, I have already installed it for further realism. Nothing to do with that, though.

The FASA launch towers can be used to fuel up and also to hold kerbals before going over the crew access arm.

Just use USI mods pack to extract and produce fuel and electricity, store them in tankers, then (in VAB/SPH) empty your tanks and batteries and fill them on the launchpad.

I also thought of that, and it actually was a pretty interesting concept. However, that would need write a lot of memory on plug-in power, and a high unneccessary part count close to the launchpad.
